What is a Cookie Consent Manager?

A "cookie consent manager" or cookie consent tool is software that displays a banner (often also a pop-up window) before the visitor can view a website - before data is transferred.

A consent manager such as CCM19 is used to request and log the consent of visitors before using external services and, depending on the selection, to activate or continue to block the corresponding scripts.

However, most cookie consent managers transfer data to the providers of the consent manager software when processing the declarations of consent. This should be viewed critically in the context of data protection, which is ultimately the purpose of obtaining consent. The CCM19 solution is currently the only cookie consent solution in the world in this form that does not transfer any data and runs autonomously on the website operator's server.
